About The Children

Children waiting in Romania for forever homes are 2 years or older. Sibling groups are also waiting.  Children have developmental or special needs.

Children referred are in need of a family for various reasons: poverty, unwed mother unable to care for the child, or one or both parents are deceased. Children may have been removed from their biological family due to social issues such as negligence, alcohol abuse, etc.

Eligibility

The Romanian government accepts applications from married couples and single women.
All parents must be at least 18 years older than the child they are adopting.
At least one parent must be a Romanian citizen.
Single applicants must have both Romanian and U.S. citizenship.
Romanian nationals must have a current Romanian passport or a current Romanian I.D. (CHI can help you obtain this if you do not have one).

Travel and Time Frame

Adopting from Romania is a 2-trip process. The first trip is 30-45 days, and the second trip is up to 30 days. ​

Time Frame

The approximate time from referral acceptance to travel is 2-4 months.
Process

ADOPTION PROCESS

CHI has worked in Romania since the late 1990s.  We have an excellent team of professionals in the country to translate your documents, deliver them to the Ministry and work with you while in-country and at court.  Each case is unique, and we provide individual attention to you.  The Executive Director has been traveling to Romania for over 25 years and has an adopted daughter from Romania.  We look forward to helping you through your individual process.

Complete the Home Study Process with a CHI Social Worker or a Local Hague Accredited Social Worker.

Submit Approved Home Study.

Apply for I-800A Approval from USCIS.

Compile your dossier for Romania.

Obtain Apostille seals for dossier documents.

Your dossier will be submitted for review and approval by the Romanian Office of Adoptions. Time from dossier approval to referral varies according to the age or special needs requested.

Once you receive your referral, you will have two weeks to ask questions and speak to a doctor about the child’s health.

Once the referral is received, your family will make their first trip to Romania for a minimum of 30 days. During the 30 day period, your child may be placed with you or required to stay with their guardians, Social workers from the local social services will make about 8 visits and create reports for the court.

A court date will be arranged once the reports have been completed, and the family will attend court. A final decision will be issued after a waiting period. The family may return home to wait for the decision from the court.

Once the decision has been issued, the family will make their second trip to Romania to finalize the adoption and attend the appropriate appointments at the embassy to receive your child’s visa.
